Veterans Chiropractic Bill and Medicare Executive Summary

Dear Doctors and Staff,
HR1017 (Filner) Veterans Chiropractic Bill has passed the house.  Rep. Bob Filner (D-CA) has introduced legislation, HR 1017, which would amend the Department of Veterans Health Care Program Enhancement Act of 2001 to require the provision of Chiropractic care and to service personnel of all Department of Veterans Affairs Medicare Centers.  It has passed the House and is now in the U. S. Senate.
*This legislation would extend Veteran's access to in-facility Chiropractic services by requiring the expansion of Chiropractic requirements to "not fewer than 75 medical centers by not later than December 31, 2011, and at all medical centers by not later than December 31, 2013.
*Speed up the expansion of the highly successful pilot Chiropractic services program, and assist in meeting the high demand for Chiropractic services by the Veteran population.
*Provide better access to Veterans for the care of their choice. your U. S. Senators asking them to vote in favor of this legislation.
Medicare Executive Summary
Detecting and reducing Medicare waste, fraud and abuse is one of HHS's highest priorities since the program remains strong for the current Medicare beneficiaries and future generations.  To this end, CMS has significantly revised and improved the way that it calculates the Medicare fee-for-service error rate.
Chiropractic error rate for 2009 was 7.8 percent as compared to 3.6 percent in 2008.  So now, CMS implemented three (3) separate revisions to the medical review criteria to more strictly enforce Medicare policies.  CERT being the primary.
PROBLEM:  47% of the Chiropractors audited did not know how to"document" the Chiropractic necessity of care so, CMS called those adjustments "maintenance care" that was inappropriately paid to Chiropractors.
SOLUTION:  That 47% of Chiropractors corrected vertebral subluxations, but were unaware of the correct way to document Chiropractic necessity of care by federal standards.  We recommend learning to do Medicare correctly or simply don't do Medicare at all. Medicare is an excellent Chiropractic Program as long as you do it correctly!
