Dear Doctors and Staff,
YES A WARNING! WPS, along with most other Medicare carriers, will take part in a National Review aimed at eliminating payment error, waste, fraud and abuse in federal programs. This program is part of Executive Order 13520 entitled "Reducing Improper Payments", which President Obama signed into law on November 20, 2009. This law stems from a 2009 report by the Office of the Inspector General (OIG) and expands provisions of the Medicare Comprehensive Error Rate Testing (CERT) program.
The Executive Order adopts a comprehensive set of policies that 1) allow for transparency and public scrutiny of significant payment errors, 2) focus on identifying and eliminating the highest improper payments, 3) promote agency accountability for reducing improper payments, and 4) coordinate federal, state and local government action in identifying and eliminating improper payments.
Beginning in August 2010, CERT contractors will request records from Chiropractic Offices as part of a Special Studies request. Special Studies requests utilize targeted samples, focused scripts, and have a compressed response time of 30 days for submission of requested medical records, as opposed to the 75 day time frame allowed for standard CERT requests. WPS along with all Medicare carriers encourage all Chiropractic offices to work with CERT contractors to comply with requests for documentation to support this important initiative.
